When the article mentioned that a lottery ticket is a crummy tip, it was correct. No one actually expects to win the lottery from a gift ticket. If all he gave her was the lottery ticket as a tip, he in effect did not tip her at all.

Truck dude is a cheapskate and probably lied when he said she promised to buy him a truck if she won. I'm sure he did not anticipate she would win.
